Intent: To remove the reference to male practice players being eligible for benefits currently authorized by NCAA legislation for all other student-athletes. Further, to specify that male practice players may receive only permissible benefits available to student-athletes who are certified as eligible for practice.

A.    Bylaws: Amend 16.8.1, as follows:

16.8.1 Permissible.  The permissible expenses for practice and competition that an institution may provide a student-athlete are defined in the following subsections. (See Bylaw 16.10 for expenses that may be provided by individuals or organizations other than the institution.)

16.8.1.7 Benefits for Male Practice Players.  A male practice player may only receive benefits (e.g., practice apparel, insurance, medical expenses) available to student-athletes eligible for practice.

B.    Bylaws: Amend 14.1.11, as follows:

14.1.11 Male Practice Player Eligibility. A male student who practices with a women's team is considered to be a student-athlete in that women's sport.  The male student-athlete must be certified as eligible under all applicable NCAA eligibility requirements to participate (e.g., the individual must be enrolled in a minimum full-time program of studies, sign a student-athlete statement and drug-testing consent form and have eligibility remaining under the 10-semester rule).  The male student-athlete is subject to all other NCAA legislated restrictions and/or benefits as authorized by NCAA legislation.  See Bylaw 14.2.4.7 for use of a season of participation and Bylaw 16.8.1.7 for benefits that a male practice player may receive

Budget Impact: Institutions who use male practice players may incur expenses related to benefits available to student-athletes certified as eligible to practice.

Additional Information: Bylaw 14.1.11 is being modified to clarify that male practice players may receive only benefits available to student-athletes certified eligible for practice. This provides institutions flexibility to provide the minimum benefits necessary for male practice players certified eligible to safely participate in practice sessions with female teams.
