AMATEURISM -- OPERATION GOLD GRANTS

Status: Adopted Final

Intent: To permit individuals (prospective and current student-athletes) to accept Operation Gold Grant funds.

A.    Bylaws: Amend 12.1.1.1.4.1 by adding new 12.1.1.1.4.1.2, as follows:

"12.1.1.1.4.1.2  Exception -- Operation Gold Grant.  An individual (prospective student-athlete or student-athlete) may accept funds that are administered by the United States Olympic Committee pursuant to its Operation Gold program."

B.    Bylaws: Amend 12.1.1.1.4.3 by adding new 12.1.1.1.4.3.1, as follows:

"12.1.1.1.4.3.1  Exception -- Operation Gold Grant.  An individual (prospective student-athlete or student-athlete) may accept funds that are administered by the United States Olympic Committee pursuant to its Operation Gold program."

C.    Bylaws: Amend 12.1.1.1.5 by adding new 12.1.1.1.5.1, as follows:

"12.1.1.1.5.1  Exception -- Operation Gold Grant.  An individual (prospective student-athlete or student-athlete) may accept funds that are administered by the United States Olympic Committee pursuant to its Operation Gold program."

Rationale: Current legislation does not permit prospective student-athletes or student-athletes to receive Operation Gold funds without jeopardizing intercollegiate athletics ability inasmuch as such funds are based on actual place finish in an annual event as selected by the United States Olympic Committee. Such funds, even though based on place finish, generally are used to defer a significant amount of expenses incurred by individuals who train to participate in such events. This proposal is consistent with the types of proposals being developed to deregulate NCAA amateurism rules. Further, the Subcommittee on Agents and Amateurism does not believe such a proposal will encourage enrolled student-athletes to forego collegiate opportunities in effort to earn such grant money.
