PLAYING AND PRACTICE SEASONS -- WOMEN'S SOCCER -- PRESEASON PRACTICE AND FIRST CONTEST OR DATE OF COMPETITION

Status: Defeated Final

Intent: In women's soccer, to specify that an institution may begin preseason practice on August 1 and may play its first contest starting the second Friday in August, except that an alumni contest may be played the previous weekend.

Bylaws: Amend 17.19, as follows:

17.19 Soccer.  Regulations for computing the soccer playing season are set forth in Bylaw 17.1. (See Figure 17-1 and Figure 17-2.)

17.19.2 Preseason Practice.

17.19.2.1 Women's Soccer. An institution shall not commence practice sessions in women's soccer prior to August 1.

17.19.2.2 Men's Soccer. An institution shall not commence practice sessions in men's soccer prior to the date that permits a maximum of 21 units (see Bylaw 17.02.13) prior to the first scheduled regular-season intercollegiate contest (not a scrimmage, exhibition game or alumni contest that may occur before the first scheduled regular-season contest).

17.19.3 First Contest or Date of Competition.

17.19.3.1 Women's Soccer. An institution shall not play its first regular-season contest or engage in its first date of competition (game) with outside competition in women's soccer before the second Friday in August, except that an alumni contest may be played the previous weekend.

17.19.3.2 Men's Soccer. An institution shall not play its first regular-season contest or engage in its first date of competition (game) with outside competition in men's soccer before the Friday before the 12th weekend before the start of the applicable NCAA Division I Men's Soccer Championship (see Figure 17-2), except that an alumni contest may be played the previous weekend.

Rationale: This proposal furthers the Commitment to Student-Athlete Well-Being by increasing the average amount of recovery time between games, thereby reducing the physical demands of a condensed championship segment. An earlier first contest date will also allow more contests to be played before the start of the academic year, reducing missed class time during the fall term. Starting practice on August 1 is less than one week earlier than the current preseason model. It also reduces the number of days during the academic year in which the team is in-season. Adding days to the championship segment provides conferences and teams with more flexibility when creating the conference and non-conference schedule. This proposal does not change the overall length of the playing season (132 days) or the maximum number of contests. Institutions that want to start preseason practice later and preserve days for the nonchampionship segment would have the discretion to do so. Finally, this proposal will create a uniform and consistent start date for all institutions, and will simplify the preseason calculation by eliminating the use of units to identify the first practice date.

Estimated Budget Impact: Incremental expenses for preseason practice will vary based on team's reporting date.

Impact on Student-Athlete's Time (Academic and/or Athletics): No change to overall length of playing season. Fewer days during the academic year that team is in the playing season.
