ADMINISTRATIVE REGULATIONS -- SUMMER BASKETBALL EVENT CERTIFICATION -- MEN'S AND WOMEN'S BASKETBALL -- ADDITIONAL CRITERIA

Status: Adopted Final

Intent: To specify that the following additional criteria be satisfied in order for a men's or women's basketball event to be certified for coaches to attend: (1) Qualified medical personnel must be present at summer events; (2) Athletically related activities are precluded from beginning prior to 8 a.m. and the last athletically related activity may not begin later than 10 p.m.; (3) Prospective student-athletes may participate in no more than five games over a rolling two-day period and in no more than three games on any one day; and (4) The price of event packets must be listed on the event certification application and the price must made available to coaches prior to their arrival at the event.

A.    Bylaws: Amend 30.16, as follows:

"30.16 SUMMER BASKETBALL EVENT CERTIFICATION -- MEN'S BASKETBALL. In men's basketball, in order for a summer basketball event (e.g., camp, league, tournament or festival) to be certified, a certification application form must be submitted each year to the NCAA national office 45 days before the start of the event.  An event review form for each event also must be submitted to the national office not later than three months after the event sessions.  The following criteria must be met by each event in order to be certified:

[30.16-(a) through 30.16-(j) unchanged.]

"(k) Participants on nonscholastic teams must be legal residents of the state in which the team is located or a geographically adjoining state and not more than a total of three prospective student-athletes from adjoining states may participate on any one nonscholastic team; and

"(l) A participant may receive an award, provided the cost of the award is included in the participants entry fee.;

"(m) Qualified medical personnel must be present at the event;

"(n) Athletically related activities are precluded prior to 8 a.m. and the last athletically related activity may not begin later than 10 pm.;

"(o) Prospective student-athletes may participate in no more than five games over a rolling two-day period and in no more than three games on any one day; and

"(p) The price of event packets must be listed on the event certification application and the price must be made available to coaches prior to their arrival at the event."

B.    Bylaws: Amend 30.17, as follows:

"30.17 BASKETBALL EVENT CERTIFICATION -- WOMEN'S BASKETBALL. In women's basketball, in order for a basketball event (e.g., camp, league, tournament or festival) to be certified, a certification application form must be submitted each year to the NCAA national office 45 days prior to the start of the event. An event review form for each event also must be submitted to the NCAA national office not later than three months subsequent to the event sessions.  The following criteria must be met by each event in order to be certified:

[30.17-(a) through 30.17-(i) unchanged.]

"(j) Individuals involved in coaching activities must have been approved in accordance with guidelines established by the NCAA basketball certification staff; and

"(k) A participant may receive an award, provided the cost of the award is included in the participant's entry fee.

"(l) Qualified medical personnel must be present at summer events;

"(m) Athletically related activities are precluded prior to 8 a.m. and the last athletically related activity may not begin later than 10 p.m.;

"(n) Prospective student-athletes may participate in no more than five games over a rolling two-day period and in no more than three games on any one day; and

"(o) The price of an event packet must be listed on the event certification application and the price must be made available to coaches prior to their arrival at the event."

Rationale: This proposal safeguards the health and safety of prospective student-athletes participating in certified events. Some certified events currently have athletically related activities scheduled from very early in the morning until very late at night, with prospective student-athletes participating in multiple contests on a single day. Further, requiring advance notice of the cost of event packets will assist coaches in planning which events to attend.
