Intent: In basketball, to specify that an undergraduate student-athlete may initiate the notification of transfer process during a 15 consecutive-day period beginning the day after the Division I Men's and Women's Basketball Championship games, respectively, and to amend the head coach departure exception, as specified.
Bylaws: Amend 13.1.1.4, as follows:
13.1.1.4 Four-Year College Prospective Student-Athletes. An athletics staff member or other representative of the institution's athletics interests shall not communicate or make contact with the student-athlete of another NCAA Division I institution, or any individual associated with the student-athlete (e.g., family member, scholastic or nonscholastic coach, advisor), directly or indirectly, without first obtaining authorization through the notification of transfer process. Before making contact, directly or indirectly, with a student-athlete of an NCAA Division II or Division III institution, or an NAIA four-year collegiate institution, an athletics staff member or other representative of the institution's athletics interests shall comply with the rule of the applicable division or the NAIA rule for making contact with a student-athlete. 13.1.1.4.1 Notification of Transfer -- Undergraduate Student-Athletes -- Sports Other Than Football. In sports other than football, a student-athlete may initiate the notification of transfer process by providing the student-athlete's institution with a written notification of transfer and completing an educational module related to transferring. Notification of transfer must be initiated during a period specified for the applicable sport (see also Figure 13-1). If notification of transfer is provided during a specified period, the student-athlete's institution shall enter the student-athlete's information into the national transfer database within two business days of receipt of a written notification of transfer from the student-athlete or receipt of confirmation of the student-athlete's completion of the educational module, whichever occurs later. (c) Basketball. In basketball, a student must provide written notification of transfer during a 30 15 consecutive-day period beginning the day after the conclusion of the second round of the NCAA Division I Men’s Basketball Championship game and the NCAA Division I Women's Basketball Championship game, respectively.

13.1.1.4.1.1 Exceptions -- Sports Other Than Football.
13.1.1.4.1.1.1 Head Coach Departure or Athletics Aid Reduction, Cancellation or Nonrenewal. A student-athlete may initiate notification of transfer during a 30 consecutive-day period beginning the day after any of the following occurs:
(a) Sports Other Than Basketball. In sports other than basketball, a student-athlete may initiate notification of transfer during a 30 consecutive-day period beginning the day after the head coach of the student-athlete's team departs or announces departure from the institution; or.
(b) Basketball. The student-athlete received or was issued athletically related financial aid after the academic year of initial, full-time enrollment at the certifying institution and such aid is reduced, canceled or not renewed after the period of award, unless the recipient In basketball, a student-athlete may initiate the notification of transfer process for a period of up to 15 consecutive days, as specified, if one of the following occurs:
(1) Is rendered ineligible for intercollegiate competition based on the recipient's action or inaction The student-athlete's institution hires or publicly announces a new head coach on or after the day after the Division I Men's Basketball Championship game and Division I Women's Basketball Championship game, respectively, through December 27. The period of up to 15 consecutive days begins five calendar days after the new head coach is hired or publicly announced, whichever occurs first, and may not extend beyond January 2; or
(2) Fraudulently misrepresents any information on an application, letter of intent or financial aid agreement (see Bylaw 15.3.4.2.4); The student-athlete's institution does not hire or publicly announce the hiring of a new head coach within 30 calendar days following a head coach departure (or announcement of head coach departure) and the 31st calendar day occurs on or after the day after the Division I Men's Basketball Championship game or Division I Women's Basketball Championship game, respectively, and prior to January 2. The period of up to 15 consecutive days begins on the 31st calendar day following the former head coach's departure (or announcement thereof) and may not extend beyond January 2.
(3) Engages in serious misconduct warranting substantial disciplinary penalty (see Bylaw 15.3.4.2.5);
(4) Voluntarily (on the recipient's own initiative) withdraws from a sport at any time for personal reasons;
(5) Violates a nonathletically related condition outlined in the financial aid agreement or violates a documented institutional rule or policy (e.g., academics policies or standards, athletics department or team rules or policies); or
(6) Provides written notification of transfer to the institution.
13.1.1.4.1.1.2 Athletics Aid Reduction, Cancellation or Nonrenewal. A student-athlete who received or was issued athletically related financial aid after the academic year of initial, full-time enrollment at the certifying institution and such aid is reduced, canceled or not renewed after the period of award may initiate notification of transfer during a 30 consecutive-day period beginning the day after aid is reduced, canceled or not renewed, unless the recipient:
(a) Is rendered ineligible for intercollegiate competition based on the recipient's action or inaction;
(b) Fraudulently misrepresents any information on an application, letter of intent or financial aid agreement (see Bylaw 15.3.4.1.2);
(c) Engages in serious misconduct warranting substantial disciplinary penalty;
(d) Voluntarily (on the recipient's own initiative) withdraws from a sport at any time for personal reasons;
(e) Violates a nonathletically related condition outlined in the financial aid agreement or violates a documented institutional rule or policy (e.g., academics policies or standards, athletics department or team rules or policies); or
(f) Provides written notification of transfer to the institution.
