Intent: To permit the placement of additional commercial or nonprofit trademarks or logos on a student-athlete's athletics equipment, uniforms and apparel in athletics competition and pregame and postgame activities, as specified.
A. Bylaws: Amend 22, as follows:
22.4 Use of Commercial Trademarks or Logos on Equipment, Uniforms and Apparel. [D]

22.4.1 Manufacturer or Distributor Trademarks or Logos. A student-athlete may use athletics equipment or wear athletics apparel that bears the trademark or logo of an athletics equipment or apparel manufacturer or distributor in athletics competition and pregame and postgame activities (e.g., celebrations on the court, pregame or postgame press conferences), provided the following criteria are met. [D]
(a) Athletics equipment (e.g., shoes, helmets, baseball bats and gloves, batting or golf gloves, hockey and lacrosse sticks, goggles and skis) shall bear only the manufacturer's normal label or trademark, as it is used on all such items for sale to the general public; and
(b) The student-athlete's institution's official uniform (including numbered racing bibs and warm-ups) and all other items of apparel (e.g., socks, head bands, T-shirts, wrist bands, visors or hats, swim caps and towels) shall bear only a single manufacturer's or distributor's normal label or trademark (regardless of the visibility of the label or trademark), not to exceed 2-1/4 four square inches in area (rectangle, square, parallelogram) including any additional material (e.g., patch) surrounding the normal trademark or logo. The student-athlete's institution's official uniform and all other items of apparel shall not bear a design element similar to the manufacturer's trademark/logo that is in addition to another trademark/logo that is contrary to the size restriction.
22.4.2 Additional Commercial or Nonprofit Trademarks or Logos. A student-athlete may use athletics equipment and wear a uniform and apparel that includes additional commercial or nonprofit trademarks or logos in athletics competition, pregame activities (e.g., pregame press conference) and postgame activities (e.g., on-court celebration, postgame press conference) pursuant to the following conditions: [D]
(a) Uniforms and Apparel. The entirety of a student-athlete’s uniform and apparel may include up to two additional trademarks or logos during competition, up to two additional trademarks or logos during pregame activities for such competition and up to two additional trademarks or logos during postgame activities after such competition.
(b) Equipment. One additional trademark or logo that appears on one single piece of equipment (e.g., shoe, helmet, bat, baseball glove, batting or golf glove, hockey or lacrosse stick, goggles, ski) used by a student-athlete.
(c) Placement of Additional Trademarks or Logos. Additional trademarks and logos shall be placed in a consistent manner on the equipment, uniform and apparel used by each student-athlete of a team. The trademarks and logos shall not interfere with required uniform markings, consistent with applicable playing rules. The placement of the additional trademarks or logos shall be subject to restrictions set forth in the playing rules for the applicable sport.
(d) Size of Additional Trademarks or Logos. Each additional trademark or logo shall not exceed four square inches in area (rectangle, square, parallelogram) including any additional material (e.g., patch) surrounding the trademark or logo. The student-athlete's institution's official uniform and all other items of apparel and equipment shall not bear a design element similar to the manufacturer's trademark or logo that is in addition to another trademark/logo that is contrary to the size restriction.
(e) NCAA Championships Competition. A student-athlete's use of athletics equipment and wearing of a uniform and apparel that includes additional commercial or nonprofit trademarks or logos in NCAA championship competition, pregame activities (e.g., pregame press conference) and postgame activities (e.g., on-court celebration, postgame press conference) is subject to NCAA championships policies.
22.4.3 Additional Commercial or Nonprofit Trademark or Logo -- Conference Championship Competition. During conference championship competition, pregame activities (e.g., pregame press conference) and postgame activities (e.g., on-court celebration, postgame press conference), the entirety of a student-athlete’s uniform and apparel may include an additional commercial or nonprofit trademark or logo (in addition to the two additional commercial or nonprofit trademarks or logos permitted pursuant to Bylaw 22.4.2) subject to the placement and size restrictions in Bylaw 22.4.2-(c) and (d). The additional trademark or logo must be same for pregame activities, competition and postgame activities.
22.4.14 Laundry Label. If an institution's uniform or any item of apparel worn by a student-athlete in competition contains washing instructions on the outside of the apparel on a patch that also includes the manufacturer's or distributor's logo or trademark, the entire patch must be contained within a four-sided geometrical figure (rectangle, square, parallelogram) that does not exceed 2-1/4 four square inches. 22.4.2 Pregame or Postgame Activities. The restriction on the size of a manufacturer's or distributor's logo is applicable to all apparel worn by student-athletes during the conduct of the institution's competition, which includes any pregame or postgame activities (e.g., postgame celebrations on the court, pregame or postgame press conferences) involving student-athletes. 22.4.35 Outside Team Uniforms and Apparel. The provisions of Bylaw 22.4-(b) do not apply to the official uniforms and apparel worn by outside teams.
22.4.46 Title-Sponsor Recognition. Racing bibs and similar competition identification materials (e.g., bowl-game patches) worn by participants may include the name of the corporate sponsor of the competition, provided the involved commercial company is the sole title sponsor of the competition. [D]
B. Administrative: Amend 31.1, as follows:
31.1 Administration of NCAA Championships.

31.1.7 Logo Restrictions -- Bench Personnel. The logo restrictions on student-athletes' apparel set forth in Bylaw 22.4 shall apply, subject to NCAA championships policies, during NCAA championships to all personnel (e.g., coaches, trainers, managers) who are on the team bench for practices and games or who participate in NCAA news conferences.
31.1.8 Logo Restrictions -- Noncompeting Participants. The logo restriction on student-athletes' apparel set forth in Bylaw 22.4 shall apply, subject to NCAA championships policies, to commercial logos on uniforms worn by band members, cheerleaders, dance team members and the institution's mascot during NCAA championship events.
