13.1.1.4 Four-Year College Prospective Student-Athletes. An athletics staff member or other representative of the institution's athletics interests shall not communicate or make contact with the student-athlete of another NCAA Division I institution, or any individual associated with the student-athlete (e.g., family member, scholastic or nonscholastic coach, advisor), directly or indirectly, without first obtaining authorization through the notification of transfer process. Before making contact, directly or indirectly, with a student-athlete of an NCAA Division II or Division III institution, or an NAIA four-year collegiate institution, an athletics staff member or other representative of the institution's athletics interests shall comply with the rule of the applicable division or the NAIA rule for making contact with a student-athlete. 13.1.1.4.3 Notification of Transfer -- Football. In football, a student-athlete may initiate the notification of transfer process by providing the student-athlete's institution with a written notification of transfer and completing an educational module related to transferring. Notification of transfer must be initiated during a 20 consecutive-day period beginning the Monday after the first Saturday in December January 2-16 or consistent with an applicable exception. If notification of transfer is provided during the specified period or consistent with an applicable exception, the student-athlete's institution shall enter the student-athlete's information into the national transfer database within two business days of receipt of a written notification of transfer from the student-athlete or receipt of confirmation of the student-athlete's completion of the educational module, whichever occurs later. 13.1.1.4.3.1 Exception -- Participants in Postseason Contests -- Football. A student-athlete who is a member of a team that participates in a postseason contest (bowl game, NCAA Division I Football Championship, College Football Playoff, etc.) on or after January 12 may also provide written notification of transfer during a five consecutive-day period beginning the day after the team's final postseason contest.

13.1.1.4.3.2 Exception -- Head Coach Departure or Athletics Aid Reduction, Cancellation or Nonrenewal -- Football. A student-athlete may initiate notification of transfer during a 30 consecutive-day period beginning the day after any of the following occurs:

(b a) The student-athlete received or was issued athletically related financial aid after the academic year of initial, full-time enrollment at the certifying institution and such aid is reduced, canceled or not renewed after the period of award, unless the recipient:

(1) Is rendered ineligible for intercollegiate competition based on the recipient's action or inaction;

(2) Fraudulently misrepresents any information on an application, letter of intent or financial aid agreement (see Bylaw 15.3.4.2.4);

(3) Engages in serious misconduct warranting substantial disciplinary penalty (see Bylaw 15.3.4.2.5);

(4) Voluntarily (on the recipient's own initiative) withdraws from a sport at any time for personal reasons;

(5) Violates a nonathletically related condition outlined in the financial aid agreement or violates a documented institutional rule or policy (e.g., academics policies or standards, athletics department or team rules or policies); or

(6) Provides written notification of transfer to the institution.

13.1.1.4.3.3 Exception -- Discontinued Sport -- Football. A student-athlete whose four-year collegiate institution dropped (or has publicly announced it will drop) football (in which the student has practiced or competed at that institution in intercollegiate competition) from its intercollegiate program while the student is in attendance may initiate the notification of transfer process at any time by providing the student-athlete's institution with a written notification of transfer and completing an educational module related to transferring.

13.1.1.4.3.4 Exception -- Head Coach Departure -- Football. A student-athlete may initiate the notification of transfer process for a period of up to 15 consecutive days from January 3 through June 30, as specified, if one of the following occurs January 2 through June 15:

(a) The student-athlete's institution hires or publicly announces a new head coach on or after January 2. The 15 consecutive-day period begins five calendar days after the new head coach is hired or publicly announced, whichever occurs first; or

(b) The student-athlete's institution does not hire or publicly announce the hiring of a new head coach within 30 calendar days following a head coach departure (or announcement of head coach departure) and the 31st calendar day occurs after January 2. The period of up to 15 consecutive days begins on the 31st calendar day following the former head coach's departure (or announcement thereof).

13.17.6.1 Bowl Subdivision Football. The following periods of recruiting activities shall apply to bowl subdivision football:
