RECRUITING -- COMPLIMENTARY ADMISSIONS -- DIGITAL TICKETING

Status: Adopted Final

Intent: To permit an institution to issue complimentary admissions to a prospective student-athlete or high school, preparatory school or two-year college coach or any other individual responsible for teaching or directing an activity in which a prospective student-athlete is involved through digital ticketing, as specified.

A.    Bylaws: Amend 13.6, as follows:

13.6.7.2 Complimentary Admissions. Such complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospective student-athlete on the visit and must may be issued only through digital ticketing or a pass list on an individual-game basis. Such admissions may provide seating only in the general seating area of the facility used for conducting the event. Providing seating during the conduct of the event (including intermission) for the prospective student-athlete or those persons accompanying the prospective student-athlete in the facility's press box, special seating box(es) or bench area is specifically prohibited. 13.7.3.1 General Restrictions. During an unofficial visit, the institution may not pay any expenses or provide any entertainment except a maximum of three complimentary admissions (issued only through digital ticketing or a pass list) to a home athletics event at any facility within a 30-mile radius of a member institution's main campus in which the institution's intercollegiate team practices or competes. Such complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospective student-athlete on the visit and must be issued on an individual-game basis. 13.8 Entertainment, Reimbursement and Employment of High School/College-Preparatory School/Two-Year College Coaches and Other Individuals Associated With Prospective Student-Athletes.

13.8.1 Entertainment Restrictions. Entertainment of a high school, preparatory school or two-year college coach or any other individual responsible for teaching or directing an activity in which a prospective student-athlete is involved shall be limited to providing a maximum of two complimentary admissions (issued only through digital ticketing or a pass list) to home intercollegiate athletics events at any facility within a 30-mile radius of the institution's main campus, which must be issued on an individual-game basis. Such entertainment shall not include food and refreshments, room expenses, or the cost of transportation to and from the campus or the athletics event. It is not permissible to provide complimentary admissions to any postseason competition (e.g., NCAA championship, conference tournament, bowl game). An institutional coaching staff member is expressly prohibited from spending funds to entertain the prospective student-athlete's coach on or off the member institution's campus. [D]

Rationale: The NCAA Division I Presidential Forum, as part of its discussion on sustainability, referred a review of recruiting legislation to the NCAA Division I Council. As part of that review, the Council considered making permanent actions previously taken to address issues that resulted from the COVID-19 pandemic. While digital ticketing directly addressed health and safety issues associated with COVID-19, this proposal acknowledges the success of the previous action and that evolving technology can sufficiently address concerns around ticketing while eliminating some operational burden. This proposal is recommended as noncontroversial legislation inasmuch as broader consultation and debate are unlikely to improve the proposal in any substantial way, significant disagreement or alternative points of view will not be generated and there does not appear to be a significant impact on existing or proposed legislation.

Estimated Budget Impact: Minimal to no impact based on an institution's ticketing and pass list procedures.
