13.12.1.5 Recruiting Calendar Exceptions. The interaction during sports camps and clinics between prospective student-athletes and those coaches employed by the camp or clinic is not subject to the recruiting calendar restrictions. However, an institutional staff member employed at any camp or clinic (e.g., counselor, director) is prohibited from recruiting any prospective student-athlete during the time period that the camp or clinic is conducted (from the time the prospective student-athlete reports to the camp or clinic until the conclusion of all camp activities). The prohibition against recruiting includes extending written offers of financial aid to any prospective student-athlete during his or her attendance at the camp or clinic (see Bylaw 13.9.2.2). Other coaches who attend the camp or clinic as observers must comply with appropriate recruiting contact and evaluation periods. In addition, institutional camps or clinics may not be conducted during a dead period or a recruiting shutdown.

Rationale: In April 2017, Proposal No. 2017-1 was adopted to address early recruiting in lacrosse. Only two years later, the new rules are widely supported by the lacrosse coaching community. Specifically, over ninety percent of lacrosse coaches support the current rule over Proposal No. 2018-93. Coaches have expressed a preference for the simplicity of a single date to begin all recruiting communication and contact, rather than the staggered approach in Proposal No. 2019-83. Additionally, it is important that the original changes have time to impact recruiting behavior and culture without adding confusion to the recruiting environment. If Proposal No. 2018-93 is adopted without removing lacrosse, it would move recruiting earlier, which is detrimental to coaches, prospective student-athletes and the sport overall.
