RECRUITING -- UNOFFICIAL (NONPAID) VISIT -- MEALS WITHIN 30-MILE RADIUS OF CAMPUS

Status: Defeated Final

Intent: To specify that a prospective student-athlete on an unofficial visit (and those accompanying the prospective student-athlete) may participate in a meal (at the prospective student-athlete's expense) at a restaurant or an athletics department staff member's home within a 30-mile radius of the institution's main campus and that associated contact between an institutional staff member and a prospective student-athlete (and those accompanying the prospective student-athlete) does not count as an off-campus contact.

Bylaws: Amend 13.7, as follows:

13.7 Unofficial (Nonpaid) Visit.

13.7.3 Entertainment/Tickets.

13.7.3.1 General Restrictions. During an unofficial visit, the institution may not pay any expenses or provide any entertainment except a maximum of three complimentary admissions (issued only through a pass list) to a home athletics event at any facility within a 30-mile radius of a member institution's main campus in which the institution's intercollegiate team practices or competes. Such complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospective student-athlete on the visit and must be issued on an individual-game basis. Such admissions may provide seating only in the general seating area of the facility used for conducting the event. Providing seating during the conduct of the event (including intermission) for the prospective student-athlete or those accompanying the prospective student-athlete in the facility's press box, special seating box(es) or bench area is specifically prohibited. Complimentary admissions may not be provided during a dead period, except as provided in Bylaw 13.7.3.5. [R]

A prospective student-athlete on an unofficial visit to an institution may pay the actual cost of meals (or the regular cost of training-table meals) and eat with other prospective student-athletes who are on their official visits or with enrolled student-athletes. Such a meal may occur at a restaurant or an athletics department staff member's home within a 30-mile radius of the institution's main campus.  Associated contact between an institutional staff member and a prospective student-athlete (and those accompanying the prospective student-athlete) does not count as an off-campus contact. 13.7.5 Off-Campus Contact Within One Mile of Campus Boundaries. Rationale: As unofficial and official visits are now permitted to occur during the same periods of time, it is important to provide some consistency and uniformity of activities during the visits. This proposal would not permit an institution to provide a prospective student-athlete with off-campus transportation in conjunction with the meal or additional expenses, which will keep unofficial and official visits distinct.
